Are you launching IE from the desktop icon?

Re-create the ShellIconCache file. This file is re-created automatically when y'all modify your display's color depth. Follow these steps to alter your brandish's colour depth to a new setting and then change it dorsum to the original setting:

2. Click the Settings tab.

Yes I tried to launch IE from my desktop and the kickoff menu. 

Where do I get Registry Editor from?

Prior to this happening, were there whatsoever changes made?  New software installed?

Accept you tried disabling Anti-Virus software and firewall then launching Internet Explorer?

Firewall or Anti-Virus software may be blocking IE if it works with both or either 1 disabled.

Do a browse for malware:

Reboot computer and begin tapping F8 key

Select Safe Fashion with Networking

Download the following tool and run a Full Scan
