Are you launching IE from the desktop icon?
- Right-click the desktop and then click Properties.
- Click the Settings tab.
- Change the color depth from the current setting to a new setting. For case, alter from Highest (32 bit) to Lowest (16 chip).

Accept you tried disabling Anti-Virus software and firewall then launching Internet Explorer?
Firewall or Anti-Virus software may be blocking IE if it works with both or either 1 disabled.
